An 1869 Victorian mansion built by tobacco merchant John Rohrer, who used it for entertaining — and Dean Oberholtzer has kept that job going since he opened the restaurant in 1998. The name comes from the rooftop belvedere that once looked out over downtown, but the real draw is upstairs: Crazy Shirley's Lounge, a jazz bar with a baby grand, named for a longtime staffer. Live jazz runs Friday and Saturday nights, and every second Sunday the lounge flips to Showtune Sundays from 8:30 to 10:30. Happy hour hits twice Monday through Thursday — 4 to 6 and again 9 to 10 — with cheap espresso martinis at the bar. On a warm night, take the back deck: fountain, heaters, and plants everywhere.
